A key distinguishing characteristic of the AEPlans' Bid Site service is that it provides free access to all parties who may be interested in the project. By eliminating the cost to all interested-party recipients (including re-distributors such as plan rooms, construction information services and reprographers), AEPlans maximizes the exposure for publicly-bid projects to the widest possible audience of potential bidders and thereby assures the project owner that the best possible bid is received.
Experience has shown that the free-access model of bid distribution increases exposure by a factor of 2 to 3 times that of for-fee access models and unequivocally is the most effective method of public bid distribution available. In addition to attracting more local bidders, free-access electronic distribution has been shown to result in attracting bids from a much wider geographic area; again, contributing to greater effectiveness.
AEPlans charges document originators a one-time fee for documents that are posted on the system. This business model is enabled by the 'end-to-end' electronic nature of the service that reduces the typical direct costs of distribution to the project originator while eliminating access costs to the recipients. Since Project Owners ultimately bear the whole cost of document distribution either directly (or indirectly as a cost factored into the bid by the contractors), the elimination of recipient costs actually results in a reduction of indirect costs to the Owner.
